Brick acid (hydrochloric acid solution) is probably the most commonly used product to shift mortar smudges as it breaks down the cement.
However this can have a detrimental effect upon certain paving products as it also acts upon the face of any cement based slabs or it can cause unwanted staining.
Also these products will only eat into a certain amount of cement before neutralising so don't expect it to shift big gobs of mortar - only smudges. Thicker mortar patches will take several applications.
Brick acid was designed for bricks i.e. clay and has little detrimental effect upon clay.
