Pebble tiles... how to?

I'm seriously considering using pebbles or tumblestone for the floor in our bathroom renervation. I'd be grateful for advice on a couple of queries...

The floor is made up of old floor boards which are fairly level and secure. Do I just need to cover this with ply wood sheet and seal prior to laying the stone? What thickness would you recommend?

Would you lay the floor prior to fitting toilet bowl and basin pedestal or lay around after fitment?

What adhesive and grout should be used?

Would you tile the walls onto the stone or stone the floor to the tiles? ie which would you do first.
