Peeling paint showing plasterwork underneath

Just moved into our first home. The small bedroom needs to be re-painted as there is paint peeling off showing the plasterwork underneath. It doesn't look like any of the plasterwork has been damaged.

Should I remove this paint down to the plasterwork and then paint afresh? And if so, how should I remove the paint? I have started peeling it myself manually with my fingers but this will take ages and I'm worried I might ruin the plasterwork.

Once all the paint is off and the plasterwork is showing, can I just paint on a white matt emulsion followed by a coat of the coloured paint we've chosen?
