performa 28 hotwater issue

just a quick one..
potterton performa 28 is having hot water issue.. boilers firing with bp of 12mb when hot tap is running... but the water is hardly luke warm.. and when tap is running the heating flow pipe is getting warm/hot... i removed the plate H/E to check for debris or blockages and found only black scaling on primary side of plate but apart from the it was ok.. no blockages..

im thinking it a problem with the diverter valve but before i book it up and order the part is there anythin i could be missing...

You're missing the cause of your problem, you have a dirty system causing the plate HE to clog with magnetite, which will cause HW delivery probs quite soon, and the div valve is passing heat to CH which also affects HW delivery.
You more than likely need to clean the system, and change the div and plate.
