Permanent radiator removal

I want to remove a radiator from a downstairs bathroom before replacing with a heated towel radiator in another location. So I guess i am really relocating a radiator, anyway I need to cap off the current pipe work to this one. 15mm pipe work comes into the room by reduces down to 10mm for the radiator. My house has two boilers, one for central heating and one for hot water. Both are non-condensing and central heating boiler has expansion tank in loft and no pressure gauge on boiler so I think this means it is not a pressurised system? Basically I need to know how to drain and refill the system as I have never done this. Hope this is enough info, let me know if not. Cheers :D
