Picture rail height.

When fitting a picture rail is there any rule of thumb regards distance down from the ceiling?
Would it run along the top of the door frame or would the top edge of the picture rail run level with the top edge of the door frame?

house built 1914
ceilings are 9ft high
top of door frame is 25" from the ceiling.

Most I've seen run midway between ceiling and top of door frame, higher they are the larger frame they accommodate.
 
In Victorian properties they normally run on the same line as the architrave on the top of the door lining !

I added some picture rails to two rooms in my Edwardian property. In the reception room the rail is fitted above and touching the top of the door architrave. In the bedroom the rail is higher at midway between the ceiling (or base of any decorative coving) and the top of the door architrave.
