I need the build a pier to support a rst,can i use a wall starter for this or do i have to tooth in to the internal wall

is it an rsj you are referring to? can you give more detail of exactly what you are proposing to do?
 
its a UC 152x152......3.5m span
one end sits on a 600Lx100Wx150H padstone on the inner leaf of a cavity wall at 90degrees....other end on the same size padstone into internal wall also at 90degrees.
I want to build 9" piers,not for support but as a feature and also so that the steel has something more to sit on.

as the piers are not essentially for support then yes just use a wall starter.
