Pipe through wall and insulation

I want to run a plastic cold water pipe into our garage for a washing machine. The thought was to connect it in the loft run down the back of a wall and through into the garage. I think plastic would be better to avoid the need for any joints. Questions are…

What’s the best insulation for a continuous 10m length of plastic pipe?
What thickness of insulation especially in the garage which gets quite cold in the winter?
Need to pass through a 3ft stone wall. Should I insulate and sleeve the pipe through the wall?

and it is a good idea to sleeve through the wall and insulate the pipe through.

Is this pipe to be run on the external wall? If so then an external conduit will be needed with specific external specc'd insulation.

I'd sleeve it with overflow an seal both ends. It's the garage side that would need insulation.
