Just wondering if someone can clear up/give there opinion on codes for new regs?

If lighting circuit dosnt have RCD protection for concealed cables would this be a code 4 or code 2?
No RCD to circuits in Bathroom, code 4 or code 2

Code 4 for both, since it does not comply with 17th edition.
However it would have complied with 16th and earlier.

Is that only if supplementary bonding is in place?
