Pitched roof on a dormer bungalow

Do i need planning or building regs to put a pitched roof on my dormers.

Currently its a flat roof and the front dormer has just started to leak.

Thanks pal....could do with some idea of the costs involved, its been a long while since ive been involved in a project ..

Can anyone just do me a rough estimate on what it would cost for the project and possibly a breakdown. IE cost of plans & submission to authorities, scaffolding detached property materials and labour.
