plastic stopcock

I was wondering if plumbing merchants sells the key that can be used to turn off the modern plastic stopcock valve installed by the water board outside my property just before the meter.
Or do i have to ring the water board and try to get them out? What are the chances of getting them out?

useally just leave the key in the hole. has next doors one not got a key ?
