Pointing on garden wall crumbling

Hi all! My first post! :D I am currently in the process of carrying out some exterior maintenance on my house and have noticed that the large part of the pointing on the garden wall is covered with moss. When I tried to scrape a little off the pointing comes away with it. Is this normal? I have also noticed that the pointing in general is very friable compared to say the pointing on the house. In fact in one particular spot it appeared to have formed a bubble? Is there a reason for this or is it because it the wall was poorly constructed?

I have purchased a moss removing product to remove the moss. What I want to know is should I treat the pointing with a stabiliser and then paint it with a water seal as dampness (moss) appears to be a factor?
