Got an apple tree about 2m. away from the house but on the boundary wall to the next door neighbour. They are now complaining it is growing to such an extent as to be partially blocking out the natural light to their kitchen. Is there a best time of the year to have it pollarded? And if I have it done now, will the tree recover sufficiently? Don,t want to fall out with the neighbours, they are ok people.

Only some trees can handle true pollarding and apple is not really one of them. You can certainly do some hard renovation pruning but would need to spread it over a few seasons.

If you are pruning to encourage fruit it must be done in winter, if the tree is purely decorative you can prune in late summer as pruning this time of year will encourage less vigourous growth
