Potterton 28i 70C and 80C lights no hot water

Hi,
Hoping someone can help me please. I have a Potterton Performa 28i. It has the leds for 70C and 80C flashing. It will start and run and provide heating but turning the hot water tap on doesn't swap it into hot water mode. I have tested both the temp sensors and resistances are sensible 5.8K at c. 37C. I have also tested that the DHW microswitch is being activated when the tap is turned on and deactivated when the tap is turned off. I have also confirmed that the diverter valve head is working and the plunger on the diverter valve is moving freely.
