Errr, I am not, if you read my last post then you will know this!

I was asking how to tell or check what a certified person should be doing and the costs to get it done.
 
For example, I am not askin how to adjust the pressure for the replacement aps for that particular boiler, but can someone tell me if this sort I thing is standard for a certified engineer/plumber too know?

I.e. someone is not just gonna roll up, fit the part and leave it in a possible unsafe state?
