Potterton Profile cycles repeatedly b4 temp reached

My Potterton Profile 50eL cycles on and off repeatedly at 2-3 minute intervals before the correct water temperature is reached. Eventually the water will become hot but it takes a very long time. I read somewhere on the internet that it is most likely due to a faulty flue fan. As far as I can hear, the fan comes on and stays on ok though.

Any suggestions what I should check.
