I've just tried to use the central heating system for the first time since last winter but without any success.

The current state of the boiler is as follows:

The electricity supply is switched on. The external timer is on. The room thermostat is on a high temp setting. The boiler thermostat knob is on a mid-high setting.

The pilot light is out.
The red LED is lit but the green LED is not.

If I press Reset, then the green lights up whilst I hold down the reset button and I hear some vague noise in the pipes(?) But the green light goes out again and nothing happens.

Am I missing something obvious or does it sound like an expert needs to have a look?

Any help would be really appreciated.

Sounds like it's "locking out" because it thinks something is wrong. Roughly how old is it? Recent ones less than a year I think) need the pump to be running before thay'll start, yours could be stuck. But older ones didn't care.
Does the boiler heat the hot water as well - ie during summer?

It's about 2 years old.

I'm not sure if the fan is running. However, if I should be able to hear it, then it's not! Ditto with the pump.

We don't use the boiler for hot water.

I can't hear a fan or pump so I guess that means that it's not working?

are you sure the proggrammer is switched on :?:
