Preparing wall for emulsion

Hi,
I've been filling a wall that has had wallpaper removed from a previously emulsioned wall. It was in a bad way and has required lots of filler. My questions are as follows;

1/ After rubbing down, the filled surfaces remain dusty, if you drag a finger across it comes away white. Is this normal ? I've noticed in that washing the wall after filling can wash the filler away. What is he best approach to cleaning up before painting ?

2/ What should my first coat be on a wall that has been filled ? A mist coat, an oil based primer ( thinned ? ) or something like Zinsser BIN ?

Can anyone tell who has used it tell me what the consistency of Gardz should be ? I have a can and even after vigerous mixing it is very wet, with a consistency like water.
