Problem with painting lining paper

I recently had a wall in my hallway covered with lining paper as the sheen was making it look very patchy. I had assumed this was because of cheap paint used by previous owners. I stupidly forgot to ask the decorator if vinyl silk (magnolia) could be painted direct onto lining paper (1000 grade). After 2 coats it is as patchy as ever, it dosen't seem to be absorbing well. Is there an easy solution in which i can still have a silk finish. I hate silk paint but was using it as it was recommended for hallways in most of the painting guides.
