Pump over run stops and starts?

Hi i have baxi solo on a open vented system when ch working I turn down room stat boiler turns off pump stops instantly then restarts in about 10 seconds and runs for further minute or so making boiler over heat why is pump stoping? It's a baxi solo wm60/4 rs. Surely pump should run continuously till boiler cools down.

Pump will not make boiler overheat if it is running. Is a bypass valve / arrangement fitted?

either the pump over run stat is sticking or its wired wrong.

Excuse my ignorance but where would bypass valve be fitted? Thanks
