Is this pvc, the tool station tape feels different to normal insulation tape

Also, please tell us what you want to use it for. Note that one thing it may not be used for is electrical insulation, whether it be 50mm wide or 19mm.

Because it does not comply with any of the requirements in the Wiring Regulations for the properties etc of materials used for insulation.

I suppose it doesn't have any applications which aren't "bodges" .Not like the old days when people would join bits of flex by twisting the conductors together and wrapping it in tape. I was wondering what the OP wanted it for and if there were better tapes for his purpose
