Radiator cool at bottom

I have a total of 6 radiators located on the downstairs part of the house, one radiator is hot at the top and quite a bit cooler at the bottom. it is the only radiator in the house that has its own thermostat control (which is on at max 5).

Is the problem balancing cos i've tried bleeding. I have been told to turn off all rads including those up stairs (5 bedroom rads and 2 bathroom rads which work inconjuction with the hotwater system) and just leave the problem rad on - which should then solve the problem. however you can't run the central heating without the hotwater so that means the two bathroom rads stay on.

Any advice please.

The radiator is brand new, fitted to an existing system. Would sludge have accumulated in it that quickly?
