Radiator covers stuck + question re painting them

Hello, I have rads like the one pictured - how do I remove the cover to stick a brush down for cleaning out the dust?
Also, is it best to paint the rad covers whilst removed or can they be painted in situ? Thanks for any advice.

First remove side panels , you most likely will have to tap them upwards from the bottem edge (they will be tight) , then lift off top panel (it may also need a tap) . Spray rad and panels whilst separate. https://www.amazon.co.uk/Hammerite-...ocphy=1006751&hvtargid=pla-477673297394&psc=1

Now I've painted one of the rads and I think it looks good without the covers - is there a practical reason to use the covers or are they just for appearance? Thank you
