Radiator Leak

Hi,

I have noticed water marks on the carpet under 2 radiators (have 11 radiators in total) in the same place. It is under the silver pipe going into the radiator on the right side which has the thermostat. On closer inspection the pipe which is silver in colour has rust on it. Comparing this to the other radiators they have not rusted. I think the leak is coming from the top right where a bolt goes into the radiator. Is there a reason why this has happened? Do I simply tighten the bolt to fix the problem?
