Radiator thermostat valve never off

Hi all,

One of my radiators never seems to turn off.
It has an adjustable thermostat valve which i have set to the snow option but it still remains on.
Is there any sort of internal adjustment in the valve or does it mean that i need to drain the system and replace the valve??

no i never drain a system to change a rad valve.
bung the vent / feed pipe this will cause a vacuum,change rad valve in 15 mins.
