Radiators always hot

Just took over new house, heating system 3 years old - worcester combi 28i. Just completed major redecoration where I removed and since re-fitted all rads, all bled & no leaks.
The problem is; boiler 'on' & room stat 'on' all radiators are very hot, turning down TRV's seems to make no difference. I cannot believe all TRV's are faulty - is it possible TRVs have been installed so only the hall thermostat controls the heat to all rads?
For the record the rad in the hall (where stat is) has no TRV, as you would expect.

PS could it have anything to do with the locksheilds? there are not fully open.

TRV's don't lower the surface temp of rads, the boilers stat does that.

Firstly I appologise for the double posting. I mistakingly posted this in the electrical forum (I am/was an electrician in a previous life and trawl this forum often daily) and I copied/pasted to plumbing forum but later found that the post had been transfered already. I appologise again.

Checked TRVs and they seem to be working - I did find the boiler stat set at max level. This probaably explains why the rads were so hot. I'll monitor situation and feed back if I still have a problem.
