Raised flower beds round patio

Planning a new patio at the moment. We want a couple flower beds in the corners of the patio that are raised. Probably only 2 courses of brick high.
My question is should they be built before the patio is laid, then lay the paving up to the bed and cut it into the shape? Or, should I just lay the paving then lay the brick wall for the bed on top of the paving hiding the edge of the patio? Is weight of the wall an issue if I were to lay it on top of the paving.
Any advice on how to do this properly would be great.

I would make flower beds first, i.e no patio.

that way plants get get stuff from soil
