Recommend a bedding mix for small flags

Hello,

i'm replacing old flagstones at my fron porch and around the side of the house, including steps.

i was on a great site paving expert but it doesnt give a definiative answer to my query.

I 'm laying 300mm x 300mm precast flags 40mm deep onto of hard cement (previous flags bedding layer) and according to the site i should screed a layer of unbound quarry dust or whin & grit.

But because i have steps to flag, i'm concerned that a loose bed would cause movement and eventually lift. Should I look for a bounded mix with concrete?

you always want to lay a step on something with a good grip. I lay on 4:1 building sand. No need to go for stone in it unless you have a very deep bed.
