Removing Paint from window

just doing up a property and some d**k decided the best thing to do would be to 'paint' out all the windows. I'm struggling to find a way to remove this without scratching the windows. The windows are big panes and have quite thick white paint on them.

Get yourself a window scraper, these are available from the sheds and cost just a few quid.
