Retiling front door steps to Victorian house

Our house needs to replace the broken tiles on our front steps (which are letting in water to the basement flat). We'd like to take the opportunity to retile the steps (treads and risers) - and probably use Victorian style black and white and red titles. What should we take into account in terms of materials to use, given that we're tiling outside and we're trying to waterproof these steps.

Eventually we want to lay Victorian style tiles on the front path - there's concrete (relatively level) there already - should we bed the tiles in sand or just lay straight on the concrete?

Out of interest, where are you getting your materials (tiles and gooey stuff) from?

Hadn't thought that far yet (other than tile shop link from masona). Why, do you have recommendations? ; )
