Roof condensation problems-shallow pitched roof (no loft)

Hopefully some advise can be offered on following problem.

Terraced house low pitched tiled roof currently insulated between joists
(No loft) - plasterboard internal ceilings (approx distance from external to internal 150mm)
I have placed several vented tiles to External tiled roof area.

Looking for best solution for condensation / ventilation issues, these would be appreciated.
question...
Can I create a loft type situation by removing plasterboard and insulation and having a squared off plasterboard ceiling at a normal height?
Is this likely to improve the condensation/ventilation problems.
