Roof replacement

Hi all

I have an 8 deg pitch roof with tiles on a side extension which is leaking and caused ceiling to collapse .

Plan is to replace it with a pvc single ply or a tectofin roof which is designed for a flat roof and install a rectangular skylight .

It’s very urgent so would rather not have to wait for planning request so couple questions:

Does this need planning permission? I read the rules and technically would be increasing part of the height above the existing roof .

Also single ply pvc or tectofin which roof system is cheaper and more recommended?

Also it is very cold and need more insulation , is there any special insulation for single storey extensions to put above ceiling?

How likely are you neighbours to complain? I would just get on with it assuming the skylight does overlook anyone.

Just convert it to a flat roof with the correct insulation levels.
 
We would just ask them first and wouldn’t have an issue I don’t think.

Would we have an issue down the line tho if we planned to sell within 5 years?
