rotavator help please

hi I have a rotavator its a bollen pony I think,it will not run from its feul feed,the feul is coming out of tank with no issues,but it will not start but is you feed it some petrol via front of carb (where choke is) it will start.......anyone have any ideas one what is up with it?

If this is an elderly machine, its likely to have a Briggs and Stratton engine with the fuel tank below the carburettor.
Can you confirm this, or better still post a picture of the motor?
