Safety handrail for a loft

This might seem an unusual project, but it concerns safety.

At a local community building there is a loft space accessible at the side from a ladder. The front of the loft is not protected and we are concerned that someone unwary might step back over the edge and fall about 8 ft. It is proposed to make a simple post and rail barrier where the posts will extend down the front wall of the loft. The wall is plasterboard so we would screw through into the wall battens to give strength and stabilty. We require the first section of barrier (the first two posts and rail) to be removable in case anything bulky needs to be accessed. We think that the base of these removable posts should be located in a sort of shoe fixed securely to the wall, with a bracket fixed to the front edge of the loft through which the post would pass. We wonder whether such a shoe might be available commercially or whether we might have to approach a blacksmith to make something suitable. Can anyone suggest a commercial product?

if its a public building there are many many regulations covering safety and i suspect this may fail on many off them
