If you are fond of dust, yes.

Or you could try using a broad metal scaper which can give a good finish with less effort and much less dust. It can also be used on moistened or fresh plaster which will suppress dust.

Do you want to tell us what sort of blemishs you are trying to remove?

bricked up and re-plastered a old air vent, done it myself but a bit rough round the edges where it joins the old wall. think it's bumpy enough it will show when it's painted.
 
try wetting and scraping it first. Or use an old surform. Sanding is slow, hard and very dusty.

If you had scraped it while it was still "cheesy" it would have been really easy :(
