you only need the BIN if the cornice is stained (etc).
With regard to sanding gloss you are just trying to remove the shine. More extensive sanding is only required if you want to remove previous imperfections such as tramlines or runs.

One of BIN's boasts is that you can use it over gloss paint without sanding hence why I thought i would use that over the other primers.
The problem was I wasn't able to get rid of the shine, to the naked eye, when using 120 unless I was scrubbing really hard. That's why i moved up to 60 grit. That's the thing i'm confused about, do i need to remove all the shine or not.
