So if I have him in my sportscar, or my friends Scooby, then thats wrong?

As the pass is for the person NOT the car?

You are right in that the op is making assumptions.

The rest of the post relates to how some people borrow or misuse the pass by travelling around and using the licenced facilities without registered user/owner of the pass being on board the vehicle.

No one is questioning a valid usage of it.
