should roofing felt be flush around tile vent

had a roofer as some tile vents to loft space due to condensation issue in small loft this weekend. The work looks really shoddy with the hole in the felt much larger than the actual vent. I'd like to understand if this is an issue and if I should ask for it to be fixed. see attached photos

- first photo is showing the hole around the vent (I've had 8 vents put in)
- second photo is the extra hole that has been created as they've obviously cut in the wrong place

If this normal? Is it a problem? should I ask him to fix? We've not paid hime yet so do have the opporunity to rectify.
what should I do to ensure it doesn't lead to further problems or leaks down the line

The felt should be cut in such a way that the excess is folded back and is retained beneath the baffle or deflector to prevent future ingress.
