Should this be CE or BS Marked?

Hi. If I was going to design and manufacture an electrical appliance for selling, what safety standards do I need to meet? Does it need to be BS and CE marked, if so how would you go about getting this? Would it be acceptable to just PAT test it??

If it was all low voltage appart from a pre-manufactured trany on the wall then I would imagine the safety standards would be a lot easier to meet, but could someone please answer these few questions..
