shower pressure

My neighbour lives in a flat with a cistern for the hot water and mains cold water. She doesn't have a boiler. She has an electric shower supplied by a cold water pipe but is unhappy with the water pressure. If a pump was fitted to the cold water connection to the shower would that increase the pressure or are pumps only fitted on connections from cisterns?

its illegal to connect pumps to cold water main

whats the water pressure like in general.

if ok check what kw rating the shower is if its low then the shower performance will be lower
 
thanks. Do you think an old electric shower would get scaled up and start to give a poor flow?
