We are wanting to install a Hansgrohe rainmaker select 580 3 jet overhead shower. The manufacturer spec is:

Operating pressure: min 1.5 bar - max 6 bar
Flow rate between 17 - 20l/min at 3 bar for the three spray patterns.

Our mains pressure is 4 bar and the flow rate is about 12.5l/min. We have a combi boiler. Based on this, can anyone advise whether this shower head is appropriate?

I should note that this shower head requires 2 valves as the spray face is so large.

Many thanks in advance of any help you can provide!

You've answered your own question, flow rate not enough. It might work but if it doesn't you'll have no comeback.

Plus if anyone opens a tap while the showers on it'll slow to a dribble. You can get some good showers with drenchers that'll work well with a combi.
