Silicone bleeding onto paintwork

Hi people, has anyone else seen this, silicone creating this kind of bleed onto the walls, it looks like it was done after the walls were painted as part of a kitchen fit. All the units are white gloss finished MDF. Just wanted to know if anyone else has seen this issue.

I have the joy of removing it all.

I’m using Zinnser Bullseye 123 to seal it and it looks like it’s working.
