Small Tank in loft... With tap to fill the rads quickly?

By the small tank the pipe connected to fill it up also has a tap to fill it up even quicker I presume direct water and pressure to the rads, rather than letting it fill up gradually. Is this the case and if so should I be using it?

I'll be putting my rad on soon as decorating is nearly finished but want to avoid the dreaded air problems and avoid any balancing issues. Anything that will help this is good in my books.

What in the world are you talking about?

It's probably just an isolation valve, but a picture would help us to be sure.
