I need to weld a plate about 400mm x 150mm x 10mm onto a 152mm universal column on its flanges thereby closing off the gap, in order to strengthen an existing weld. The plate will straddle over the existing joint/weld.

As can be seen, two of the welds are vertical. I am not a welder and my stick shakes like crazy (even if I cut it in half), and also the molten metal wants to run down rather than sideways into the joint. It does not matter if I try from the bottom or from the top.
Could anyone please advise me how best to do this?
