Or would i be just as well to fit a new gate-valve onto the 22mm copper pipe above the old stopvalve?

If you can turn water off, yes you can. Or renew the stopvalve head, some head will fit, some might be loose.

I have the nagging feel that it is iron pipe as you say 22mm copper pipe above old stopvalve. Could you take a pic further up, where you scrape pipe to check if is copper?

If you fit an additional valve don't use a gate valve. It may well work to start with but after time will not give you a 100% closure.

By 'stopvalve head' do you mean unscrew the large hex nut with the round flange?
Where would i get a new one, B&Q or Plumbcentre ?
