It's just a matter of identifying what each wire at the ST699 does, and then moving it to the terminal at the ST9400 that has the same function. The L, N & E connections are straight forward and the others are:
(D)HW off - ST699 '7' = ST9400 '1'
(D)HW on - ST699 '6' = ST9400 '3'
CH off - ST699 '4' = ST9400 '2'
CH on - ST699 '3' = ST9400 '4'
Don't worry if there is not a wire at every terminal. CH off is very rarely used, and HW off is only required by some systems.
The link wires between the ST699 terminals 8, 5, & L can be discarded, the ST9400 has these connections made internally.
