Tanking behind a gas and electric meter

We're having to tank the building we are renovating. On one wall there is a gas and electricity meter. Do we need to detach them/have them detached or is it possible to tank around them? Is membrane better or tanking slurry?

We've had all the other walls tanked (through a project manager) but then we took on the work ourselves as the costs were spiralling and the work was shoddy. We've found out that that particular wall wasn't tanked (even though we've paid for tanking) and building regs say the whole place needs to be tanked. We asked for the work to be remedied but the project manager refused.
