Hi we have just had a vailliant combi 837 ecotec fitted and i was not very pleased with the person who fitted it because he only fitted 1 thermostat valve on the radiators , but my question is should both of the valves on the radiators have been changed as 1 valve is brass and the other is chrome which does not look good, is this normal practice. all in all it cost £3100 for moving boiler from understairs into garage, and fitting another rad in garage.

How many valves did his quotation say he would fit? If it is only one, you haven't a leg to stand on. But if it said that he would fit TRVs to all 5 or 10 etc rads, then get back to him and insist he completes the job. The rad in the same room as the wall thermostat must not have a TRV.

If he quoted to fit TRV(s), then that is all he was contracted to do. If you wanted the other valve changed for aesthetic reasons, you should have informed him and paid the extra cost.

is it necessary that the oposite valve needs to be changed aswell though?

Where will it end. If he's changing both valves, may as well pop a new rad on too! Now the pipes will be shown up as everything else is new. So new pipes too.

This could get expensive!
