Actually its a signed warrant from a Judge/Magistrate.
Which is handed to the Bailiff/EHO then Handed to the Police. For all runaway alarm systems (London anyway).
Different procedures apply for assisting in lock opening for floods/Cases of illness and or death.
Councils can access their own property if clauses are satisfied. No warrants needed.
Check your tenancy agreements if your a council tenant. You could be surprised

Sectioning 25 ( Mental Health Arrests)
Lock outs 2500
