Presuming this is a wet wall area:
Best to prise/scrape off the remaining skim and then simply tile on to the backing plaster after first sqeezing on a flat & tight skin of adhesive. No PVA.
If the backing is loose or flakey then hack it off back to the brickwork and use backer boards or render as your backing.
